Issue questionnaire
Collect facts and questions for your steward. This does not decide which filing process applies.
Check saved answers about rural-carrier work, pay, and the contract.
Unanswered questions with supporting documents can be sent for an answer. Saved answers are guidance, not a substitute for checking the current agreement or speaking with your steward. Do not wait for this site if a filing deadline may be approaching.
Search document excerpts and see their titles, pages, and dates. These are excerpts, not complete document downloads.
Organize the issue, prepare a working draft, and — when you are ready — fill a printable draft on the official PS Form 8191 itself, or on a recreated route-evaluation dispute Form 1. Nothing here files a grievance.

Write your issue, facts, and requested remedy. Personal details stay in this page.
Fill the authentic PS Form 8191 (March 2007) in your browser and print or save the result. A draft for steward review — never signed or filed here.
Prepare a draft on a recreated vector layout of the October 2026 RRECS evaluation dispute form. Not an official original — a draft for steward review.
This is a preparation worksheet, not the official PS Form 8191 and not a filing. To print on the official form itself, use the printable PS Form 8191 draft below — still a draft for steward review, not a filing. Review the correct process, form, and deadlines with your steward. Entries are not uploaded or saved by this site; download or print before leaving.
Prepares a draft on the authentic PS Form 8191 — USPS-NRLCA Joint Step 1 Grievance Form (March 2007), the current publicly offered edition. Everything runs in your browser: entries are not sent anywhere, not logged, and not saved by this site. The result is a draft for steward review — it is never signed, filed, or submitted here. Management's statements (Items 7–8), the timeliness assessment, the disposition, and the signature lines are left blank on purpose. For a route-evaluation dispute your steward may instead need the separate RRECS evaluation dispute Form 1 — prepare it in the section below; which form applies is a choice to make with your steward.
Open print viewThe print view opens the draft PDF in your browser's PDF viewer; use its print button. Long entries continue on attached labelled pages.
Prepares a draft on a recreated layout of the RURAL ROUTE EVALUATION DISPUTE FORM, footer-dated (October 2026) — rebuilt entirely as vector text and lines from a reference photograph of the printed form, because the current official version is distributed to members and is not freely published. It is not an official USPS original and not a scan. Everything runs in your browser: entries are not sent anywhere, not logged, and not saved by this site. The result is a draft for steward review — it is never signed, filed, or submitted here. The DATE line, Management's response (section 3), and both initials lines stay blank unless you type them yourself. The NOTE printed on the form sets an OCTOBER 23, 2026 electronic-submission deadline for that edition — that deadline is edition-specific, so verify the current form and deadline with your steward. Phone, finance-number, installation, and ZIP entries are plain text so leading zeros stay exactly as typed.

Open print viewThe print view opens the draft PDF in your browser's PDF viewer; use its print button. Long entries continue on attached labelled pages. This is a locally prepared draft on a recreated layout, for steward review. The first form page preserves the reference layout; draft notices appear in the PDF metadata and continuation headers.
The printable draft above fills the authentic March 2007 edition — the current publicly offered blank — in your browser, and is a draft for steward review, not a filing. The library search can point to form references; your steward has the official form and instructions.
A route-evaluation dispute may use the separate RRECS Form 1 instead of a grievance. The dispute Form 1 section above prepares a draft on a recreated vector layout of the October 2026 form — it is not the official original; the current official version is distributed to members. Get the current form and deadline from your steward, and choose which process applies with them — this site does not decide that.
Look up information-request provisions and collect the records you need.
Choose a pin type, then click or tap its location on the map. Drag a pin to adjust it. Pins connect in the order you place them; this is a planning aid, not an official USPS route map.
A route name does not create a user account. If you save, the name and pin coordinates are stored only in this browser on this device, not uploaded. You can return to them in future sessions here; clearing this browser’s site data removes them.
Your working map is checkpointed in this browser as you edit. Named saved routes and offline map tiles are separate.
Start requests your browser’s location permission and records approximate locations only while this page is visible. Hiding the tab, switching apps or locking the screen pauses recording and marks a gap. Resume starts a separate segment. This website cannot guarantee background GPS. Your trail stays in this browser; nothing is uploaded. Map providers receive ordinary map-tile requests for the area you view. Portable map exports carry pins and connections; download the trail separately.
Location recording is off.
Export writes one portable map file (pins, names, and an optional view — no account, no tiles) to your Downloads; import reads a file you choose and keeps it only in this browser. Nothing is uploaded either way. Deleting a saved route removes its pins from this browser; its downloaded tiles are freed unless another downloaded route still uses them.
The street map loads when you open this section.
The public materials reviewed describe DPM’s route-point workflow but do not identify its underlying map-tile provider. This page uses OpenStreetMap and USGS maps, not the USPS DPM map. The three pin labels here are a personal planning aid, not official DPM symbols or RRECS measurements.

Offline — working without a connection. Saved routes, pins, Connect, and local draft forms work offline. Printable PDF forms, questions, document search, and undownloaded map areas require a connection.
No pins yet. Choose a pin type and place it on the map.
Save your route in this browser to download its map for offline use (USGS Satellite or Topo).
Connect — link a mailbox, a park point, and a front door, in that order.
The street layer comes from OpenStreetMap and the Satellite, Topo and Aerial layers from the USGS National Map; whichever layer you are viewing can see the map area you view, along with your IP address. Aerial is imagery-only (no labels) from USGS public-domain orthoimagery — it is not live, its vintage varies by area, and it is not the USPS/DPM map. Downloading a route for offline sends that route’s tile area to the USGS National Map tile server (a US government public-domain service) as a Satellite or Topo pack — Aerial and Street are for viewing with a connection; downloaded tiles are stored only in this browser’s cache and are never uploaded anywhere. Unsaved pins stay in this page only. Saved route names and coordinates stay in this browser’s local storage and are not uploaded or synced; anyone using this browser profile may be able to see them. The line joins your pins directly; it does not snap to roads or calculate official route mileage, delivery time, or RRECS credit.

It is your own duty to check the relevant documentation, and any grievance you file must follow current policy and contract guidelines.
